Grey backings and 12" advanced arrow

For the first time I am seeing peel region use 12-12-12-12 signals. Some of these temporary lights are also eagle with the signal backing, and backplate being grey opposed to the standard yellow. Also this intersection has changed drastically over the last year.

Update: This intersection is finished with OVF's Fortran signal heads and Econolite Pedestrian signals.

Are you guys using the flashing yellow protected left turn signals yet? Here in RI we had used the yellow/green bi-color protected left turn arrows for a long time but recently RIDOT switched to using the flashing yellow arrows (RIDOT is responsible for all the traffic signals in RI instead of having them municiplaity-owned)

Not that im aware of. We still use the Green and Orange arrow. We may too but I haven't seen it here yet.
