GEM400A's and Gumballs

Came across this photo taken from the 1960's in Toronto on Bloor street. There are poles with gumballs as well as what looks to be a welded or sectional addition with GEM400A's mounted up top. This street had the first HPS M400A's installed on tall aluminum poles that were all removed in the mid 2000's. Unsure as to why this setup had been done.
