Failing Alto Lamps at My Work

There is a light fixture just front of my cubicle that I have snapped this picture. For the last 2 or 3 month, one light failed, but the other one was still shining normally. Until this shot, the normal light started to flash, then it came weird glowing discharge like this. This is probably running off from Motorola ballast not sure due that I remember one of the General Service maintenance guy came to this room and replaced from the old ballast (Motorola) to Sylvania's Quicktronic ballast similar to Sylvania Quicktronic Professional Series from a different fixture.
