This is somewhat common around here, although the fixtures with the missing doors are usually older and always mercury. A couple have been replaced with new HPS M250R's.

I noticed this one is mounted way low on the steps. Which leveled out the fixture according to the side profile!

The linemen did a good job here instead of what I usually see...
