Not a streetlight, but a beacon/power line light.
This is a beacon light that is to warn airplanes at night that there are power lines in this area, high towers that they do not want to hit.

I haven't seen these at night, but this is on top of a high-voltage lattice tower. It is a light though! When I was taking the picture I thought it was a bird, but then when I was going through them I saw that it was beacon lights.

Normally here as well they add bright yellow balls onto the cables so they are visible to helicopter pilots as well. There are some with lighting on the cables that are powered by capacitive coupling between the 2 cables electric field. Hit the cable with a helicopter and you will have a bad day, though you see a lot of the Bell Jet rangers with a blade cutter at the front to reduce the risk somewhat and cut the cable so it does not entangle the rotor hub and drop the helicopter to hang by the cable.
