They may provide some heat to keep the insides dry. Or this is a pre-solid state meter LOL.

Perhaps that is for the larger circuit, not used for the residential circuit.

Looks like a three phase meter to me, I'd agree with Vince, the lamps are likely for heating.

I remember years ago that these meters with the small light were installed behind the corner store. That was my guess.
