Are you sure it was the ignitors? It may have been the ballast buzzing. If the lamp is dead or taken out, the ballast will hum louder. If it was the ignitor, you would here a clicking sound, similar to someone clicking a pen. It's not constant, about one click a second.

@streetlight98, I'm not sure at all. Now that you've explained it, I think I heard the ballasts and not the ignitors. The sound was definitely a constant buzzing/humming sound, not a clicking sound. Thanks for the info.
