Fairly nice looking post-top type fixture. I've seen other similar ones, generally in black.
Don't know what type of lamp since I didn't see these lit.

Its very possible they were painted at some point. to match up with the color of other newer lights in the area.
I really have no idea on the age, they could sorta old, or also be modern and simply designed to look older. (don't know how old the library building they are at is either)
