There is a highmast on I-70 with the mechanism lowered and it missing fixtures. It's been like that for a while.

Looks like the other thing is a counter weight to balance the weight of the fixture across from it. Wink

@RioLilC: Sounds kinda weird that they'd leave it like that - especially on I70 LOL Maybe they were were going to upgrade it or something? Is it in a construction zone?
and..off-topic: but that little character in your avatar...is that from a TV show or or a Game or something?? just looks kinda familiar
