AEL 325 PowerPad 400w HPS
This light is part of an IDOT install that was done in 2008. IDOT has been using AEL fixtures in recent years, they always used GE's in the past. Some of their most recent installs are GE's though. They also have some Hubbells and even some ITT Model 25 FCO's.

I'v never seen a tether used on the power pad like that.

hmm me neither. I could picture the powerpad coming off the hinges when it's open and then the tether slides down the mast arm lol. "N-n-no get back here!" Laughing

All of IDOT's newer installs are like this. I guess it's to prevent the fixture from falling off the pole and onto the roadway.
