You may be wondering why this has anything to do with the electrical service, the reason I posted this is because you can see the jumper wire that goes around the meter. That is required by code if the service ground attaches upstream of the water meter.

The ground in mine is attached upstream of the meter so like you said there's no jumper.

I've noticed that the water meter has one of those cables so it could be read from the outside, was it replaced at one point?

Oop, I never noticed your comment. Razz Anyways yes this meter is read remotely (outside) via that cable. It was replaced around about 10 years ago.
