I know of some truss arms with Silver GE M-400s in NYC and they are tilted to the parking lot as they were installed in the end of the property....there are 2 poles, 4 fixtures....only one still lights up...very dimly...it looks of a /W lamp to me....

i faintly remember somewhat similar arm's when i went to Saint Louis 9 Years Ago.

also it looks like the Fixtures are not level but pointing out at a Slight angle?

how Cool that you Found these along Route 66!....CA Route 66 is actually part of original US 66!
