This is the Talmadge neighborhood in San Diego, these gates were built in 1925 and plans are to restore them, as they have experienced decades without maintenance. The lights don't work, although they look to be electrically connected. The neighborhood recently went through a series to multiple conversion in the street lights, they kept many of the 1925 poles but replaced the acorns on tops of them and installed new poles on other streets, either replacing poles in bad shape, or there were no street lights and these streets finally got lights. New pullboxes were installed for these old lights at the gates, which apparently ran on 120v or 240v on STM transformers in the series days.
