LOL, it's looking down at  how the phone line is rigged to the pole. I guess when this pole was installed it was installed a little farther back than the old one and the phone line wouldn't reach?

Yes that's right, you'll see that a lot on pole transfers with cable and phone lines if the pole is moved back. We normally will splice and extend the the secondary and primary to the new pole.

Here they do this with the 240V line if needed but the primaries will have the crossarm mounted on the side (i think it's called alley style) to extend the lines outward.
