Before I saw the comments I knew it was Washington DC cause I recognize the pole design and the M-400 a2's. Same thing as when I was at Washington DC about a couple years ago.
I know Washington DC had some Drop lens M-400 A2's as well... I remember seeing some Drop lens ones when I was there, scattered around in some places.
When I was walking to the Zoo from the Metro station... I saw a road that was ONLY Drop lens M-400 A2's! After going up that LOOOONG Escalator. I have never seen an escalator that long in my life! xD
But back to the lights... I guess they use the FCO more often?
They started using FCOs around 1995....and did a mass MV replacement and incandescent replacement with those new FCO HPS.....the ones with drop lens are the older ones like the OV-25 HPS, the GE M-400A2 (pre 1995) GE M-400A.......but I saw there's also GE M-400s FCO.....if the old fixture is already HPS in DC...they are more likely to leave it alone.....
PEPCO used to service the streetlights in DC ONLY on wooden poles...and used small fixtures for 250 watt....but when DC bought the streetlights from PEPCO (the wooden poles only) now DC services themselves...if a small 250 watt HPS burns out..they replace it with the big GE M-400A2 fco 250 watt.....so you see that cool mixture!
