Here is a great video reference...for this photo....in the video you'll be riding seeing metal halide highmasts (the old ones) and as you are in the ramp and see powerlines on the right side, if you look carefully while riding, the right side had PEPCO powerlines along with this OV-12 which was acutally on the left side by the ramp...keep going you'll be seeing those mongooses and finally truss arms which are BGE owned on BGE powerlines....and in the end you'll see BGE trusses with NEMA buckets!

The short metal pole is owned and powered by BGE while the wooden pole light is powered by PEPCO.....What powers the state light is probably from BGE....
