There are some twin-headed fixtures like this near me, and not even on a highway - I've been meaning to get a photo...

These are actually pretty odd in Ontario as the typical setup for highway lighting at the time 1970s-1980s was a single fixture mounted on a truss arm, instead of the double tapered e setup here.

Our twin headed lampposts are different in the fact that they don't uses arms at all.

Yeah if you search here for "lighting" you can see a article called dual level lighting system- Hwy. 401 Oshawa. Too bad you can't download that particular article though.
