Hmmm a light on every pole in an area which looks rural and wouldn't expect a lot of traffic,lighting the grass too.

That part isn't TOO rural....its actually near Rockville, MD which is a very busy place..........also theresd more traffic on rush hour and school (my old high school...turn left from here....where I attended for a bit more than 2 years...) but yeah...they are lighting the grass.....well there used to not be lights in this road........except for one merc ahead....but that changed and a new road was added ahead......the intersection before this one was lit by BGE truss arms andthey were also added about same time as those....

well now the cows have nightlights.
