now if i look closely at the top of the pole i can clearly see a mounting flange for an arm...yet they decided to make it a sad pole and clamp the arm lower.

Well depending on how close the primarys are behind it that could explain the lower mounting hight.

i don't think there would be much of a risk of contact....the lines are abit further than they look.

There is a code on how high the powerlines should be...and they should be far from the metals and stuff...

yeah i've heard that,and it makes perfect sense too,there are plenty of examples around here where distribution lines are in fairly close or even touching trees...im suprised that hasn't caused fires yet,but in my neighbor hood powerlines are very close to trees so power goes out often during storms...especially those with wind.

Actually if you look closer it looks like its meant for a Light arm. I've seen upsweeps that aren't steep that mount with that wide or a mounting flange. Garland uses that.

Yeah it looks slightly smaller than the one used for the signal mast. Perhaps they didn't have a signal pole in stock with an arm at this angle from the factory so they added their own arm.
