Seaside, Oregon street & decorative lighting

These unique luminaires were throughout Seaside, Oregon: The main part of the lamp contains a glass diffuser and an incandescent lamp, and the top contains an HPS lamp in FCO orientation. Both lamps were burning in these fixtures, though I saw a few where the HPS lamp was dead or cycling and only the incandescent (I'll guess 200w or less) was burning. I think they are wired so the HPS can be shut off for special events. Also note the LED sea stars attached to the poles.
