Good shot! I mean it....

See if you can have a brighter clear shot....

This phenomenon is because the ignitor use a HF pulses mothed for reignition. We have in Israel many HID floods and roadlights that uses very low frequency pulses in a minimum rate speed of 3 pulses per second. I think this ensure less erosion of the electrodes during the hot restrike because there are less pulses during the hot restrike. I posted in the forum of lighting-gallery a video of a reignition of a HPS lamp in a flood using low frequency ignition.
Also the blue color is because it is an indium iodide lamp (Blue MH).

@dor123 There is No Ignitor used Here....the Lamp is Probestart Anyway,Also the Lamp isnt Really being Powered by a Proper Ballast (Three Transformers Wired together).
Jace...this Shot would no Longer be Possible...the Lamp has Been Shattered!

dor123 I highly doubt it's a blue MH!

The Arctube was Rather Darkened when i got the Lamp it,but it still lit Pretty Bright...in Fact...the Package came from walmart...there was supposed to be a Chineese Brinks Mercury Lamp in the Package...but i found this used metal arc inside...and Given the fact that the lot is lit with 175 watt MH Fixtures..chances are that someone one didnt bother buying a new MH lamp but instead swapped it with a MV Bulb and Put the Used MH Lamp in the Brinks MV Package...which should have had a New MV lamp in it.
