This one is kinda strange...usually the circle-dot ballasts have a lower current.
The ones I've seen were .70 amp line current and reduced lamp
current...sort of like the Advance Ad-Lite ballasts.

Edit...lol, at first I was thinking RS ballast when I said .70 amp. Anyway, interesting that a PH is Circle-Dot. Pretty cool though.
