This kind of curved "outreach arm" used to be very common here. 1 2 etc.
This one is probably smaller or it might be just an optical illusion as these lanterns are pretty bulky.
The bottom part looks custom made for the purpose of the overhead crane.

Maybe someone with proper skills could bend a similar pole from a water pipe/scaffolding rod/...?
