weird....this is different from mine!!! Bolts on the outside on top!!! Mine is smooth flat!!! hmmm could be Westinghouse branded?

I looked at David F's street lighting site and J-frog's 1980 vintage Westinghouse L150 and none had the bolts on top, this is pretty unusual.

is the Fin on top a Heatsink?

especially since that area is where the ballast is mounted.
