Possibly a Philips/Lumec RoadStar

rlshieldjr and I both have seen similar lights in the City of Riverside, CA (Look on Orange Street near Columbia ave)

Here is an old picture I took a long time ago of one of the lights in Parker, they have been up there for a while. Definitely a Lumec Roadstar, as I posted on that picture too.
