AEL Post Top HPS
I think this is an AEL. There are lots of these in Palatine, IL mainly in newer developments. All 100w HPS. They all have photocells that turn on much earlier than the cobraheads. On cloudy days you will see a lot of these on. The lens panels have different patterns on  each side, so I'm guessing that these are Type III distribution has opposed to Type V.

That looks more like a Cooper traditionare.

It could be. It's hard to tell as most of the big manufacturers' post tops look the same. AEL's Valiant post top looks just like this, though.
