I can tell it was made in Mexico. The filament and stem assembly is of the Westinghouse design. In the USA we also have long life incandescent lamps, just not with the Royale brand.

Philips 150w Clear Royale Incandescent

Here's a Philips Royale incandescent that was made in Augest 2007 but it still uses the older Royale packaging. The lamp itself makes no mention of the Royale name though.
