Is it starved or just migrated? Looks like it was stored vertically to me with the bright end down...am I right?
BTW, your guys' Canadian Philips ballasts...they're basically Advance, right? How ironic considering Philips later bought Advance!

It is starved,the lamp was dim out of the package,yeah how ironic.

I wonder if misinserting it so it would mercury migrate would even out the brightness at least?
