Cheeeeap! Apparently they don't want to replace the 4 GU based lamps, actually 8 because of the other side of the enterance...so either they didn't want to replace those cuz the lamps are expensive OR because they wanted CFL (although CFL are available in GU bases) so they simply used an adaptor that converts from North American 2 prong outlet into Edison base medium socket, screw in a spiral and plug it into the outlet on ceiling which normally is made for lit signs and such.... I think that in Israel, such a thing is illegal, since this isn't safe and dangerous.
These adapters promotes attaching light bulbs directly to the electrical outlet, without any fixture.
Adapters to convert the israeli electrical plugs to lamp sockets are non exists, since they are illegal in Israel.
