Here's a Lithonia F15 strip I converted 3 years ago to preheat. It was originally electronic rapid start with a Keystone ballast which tended to instant start lamps. This was replaced with a 80s Robertson choke I pulled from a PL fixture.
The starter is a transparent green cased Leviton which I've since replaced with a HKS FS2 metal cased starter while the lamp was a Globe blacklight which I swapped with a Sylvania made GE F15T12/K&B.
