They should put a Truss Arm up,id love to see my utility use truss arms on wood poles,if one of these is replaced they usually downgrade to a moderate length upsweep.
we have very few tapered ellipticals here,and the municipalities east of me do use truss arms,namely those places surrounding the longview-marshall area.
We have a good variety of arms here but NGrid only installs 6' upsweep arms even if the old arm was a 10' truss arm. Sometimes they replace mast arms that are in perfect condition for no apparent reason but not too often. I have seen NGrid install arms that aren't upsweep. I've seen them install 10' truss arms at a large intersection probably because longer arms were requested since i've seen roads around here that have three lanes on each side plus they are "divded highways" and they only have 6' long upsweep arms. I've never seen NGrid use arms shorter than 6' but Narragansett Electric used short arms (either 30" or 48") on a few side streets in the other side of Cranston.
But Denver uses more... Metal poles than Utility poles for streetlights.
