I was actually surprised how well LED plant lights seem to work at low power ratings. I have a pair of red & blue LED grow-lite pucks that run off a USB transformer and draw about 18w total. Growing lettuce from seed has done very well under those lights. Conversely I have had no luck getting tomatoes under a 100w HPS. Most of my grow lights are 5000K fluorescent and they work fine.
