Those LPS bulbs cost some bucks, I'm sure that was the reason this was done.
This kind of "fix" is common & acceptable south of the border.

(...) The 55W lamps are about $34 each so for these two fixtures so you're looking at $135 to relamp these two fixtures before tax/shipping so kinda pricey to maintain. At the very least I would have removed the old shoeboxes though since this just looks rediculous. My guess is that they didn't want to pay an electrician.
I say take the whole pole down and replace it with a round tapered aluminum pole with a pair of 175W PSMH drop lens AEL 115s. 2X 55W HPS is equal to one 175W PSMH lamp. 15600 lumens for both 55W HPS. Those two CFL fixtures together probably aren't as bright as one of the four LPS lamps.
Oh yeah, I forgot to mention,
There are a lot of homeless in my area. They often break lights so they can have a dark place to hang out at night.
The owner of this Taco Shop may have added these CFLs out of frustration.
And yeah, the CFLs are dim, this lot looks basically unlit at night.
I bet it cost more to install these than it does to simply replace the burned out bulbs.
